Windows file managers, for example, have long embraced the design philosophy that only involves seeing a folder at once. Some users are likely to still dislike the new start menu, but at least it is very slow to achieve more feature parity.
Windows, more often than not, is considered a work operating system used in the office or for productivity. Microsoft wants to improve this experience for users who have difficulty hearing through the extensive launch of new accessibility features.
